Pixelated in the Program Monitor only
Click the playback resolution drop-down at the bottom of the Program Monitor and set it to Full. At 1/2 or 1/4 resolution Premiere deliberately shows fewer pixels to keep playback smooth, which looks pixelated. Also click the wrench icon and make sure High Quality Playback is enabled.
If you have proxies attached, the Toggle Proxies button (the one you added to the monitor button bar) shows low-resolution proxy media when on. Switch it off before judging quality or exporting.
Pixelated in the exported file
Open the Export dialog and look at the Video tab. In the Basic Video Settings, keep Match Source in place for width, height and frame rate. In Bitrate Settings, choose VBR, 2 pass, and set a target of about 16 Mbps and a maximum of 20 to 24 Mbps for 1080p. Tick Use Maximum Render Quality when you scale footage.
Make sure Use Previews is unchecked, since that exports from the preview render files and can bake in lower-quality renders. If you are exporting HEVC, check that your hardware encoder is not dropping quality at fast presets.
Premiere Pro fix, step by step
- Set playback resolution to FullUse the drop-down under the Program Monitor and enable High Quality Playback from the wrench menu.
- Turn proxies offToggle Proxies off, then check Project, Project Settings, Ingest Settings so new media is not forced into proxy mode.
- Match sequence settings to the footageRight-click a clip in the Project panel, choose New Sequence From Clip, and confirm resolution and frame rate are correct.
- Export H.264 at a real bitrateFormat H.264, preset Match Source High Bitrate, VBR 2 pass, target 16 Mbps, max 24 Mbps, Use Maximum Render Quality on, Use Previews off.
- Check scalingIf you scaled footage up, right-click it, choose Set to Frame Size rather than Scale to Frame Size to avoid doubling the resolution of a low-res clip.
- Clean already-bad footageIf the source footage itself is blocky, run it through the fixer, then re-import the repaired file.

Upload a videoFrequently asked questions
Why does my Premiere Pro video look pixelated when I zoom in?
Scaling a clip above 100 percent enlarges its pixels. Footage shot in 1080p scaled to 200 percent in a 1080p timeline is effectively 540p. Shoot wider, or use a 4K source for punch-in crops.
What are the best Premiere Pro export settings for no pixelation?
H.264, match source, VBR 2-pass, 16 Mbps target and 24 Mbps max for 1080p. For 4K, 40 Mbps target and 60 Mbps max.
Does Use Maximum Render Quality matter?
It improves quality when scaling, since Premiere does the processing in higher precision. It can slow exports slightly.
Is a pixelated Premiere project fixable after export?
Re-exporting from the project with better settings is best. If you only have the exported file, a cleaner and upscaler can reduce the blockiness.
